Quberniyalar\u0131 b\u00fct\u00fcn m\u00fclki v\u0259 h\u0259rbi hakimiyy\u0259t\u0259 sahib olan qubernatorlar idar\u0259 edirdil\u0259r. Quberniyalar is\u0259 q\u0259zalara b\u00f6l\u00fcn\u00fcrd\u00fc. K\u00f6vr\u0259k add\u0131mlar\u0131n\u0131 atan Az\u0259rbaycan milli burjuaziyas\u0131n\u0131n v\u0259 d\u00f6vr\u00fcn g\u00f6rk\u0259mli \u015f\u0259xsiyy\u0259tl\u0259rinin s\u0259yi il\u0259 XIX \u0259srin ikinci yar\u0131s\u0131nda maarif inki\u015faf etm\u0259y\u0259 ba\u015flad\u0131. M\u0259hz buna g\u00f6r\u0259 d\u0259 onlar anadilli m\u0259tbu orqan yaratmaq \u00fc\u00e7\u00fcn f\u0259aliyy\u0259t\u0259 ke\u00e7dil\u0259r.<\/p>\n<p>&#8220;\u018fkin\u00e7i&#8221; n\u0259\u015fri il\u0259 Az\u0259rbaycanda jurnalistika sistemini v\u0259 n\u0259slini formala\u015fd\u0131rd\u0131, pe\u015f\u0259 prinsipl\u0259rini yaratd\u0131, Az\u0259rbaycan dilini r\u0259smi statusda \u00f6z f\u0259aliyy\u0259tinin \u0259sas\u0131na \u00e7evirdi. Maarif\u00e7ilik ideyas\u0131n\u0131n da\u015f\u0131y\u0131c\u0131s\u0131 olan bu q\u0259zet milli t\u0259f\u0259kk\u00fcrl\u00fc ziyal\u0131lar n\u0259slinin yeti\u015fm\u0259sind\u0259 b\u00f6y\u00fck tarixi xidm\u0259tl\u0259r g\u00f6st\u0259rdi. Milli m\u0259tbuat tariximizin \u201c\u018fkin\u00e7i\u201dnin n\u0259\u015fri il\u0259 ba\u011flanmas\u0131 tarixi reall\u0131qlar\u0131 \u00f6z\u00fcnd\u0259 \u0259ks etdirir. &#8220;\u018fkin\u00e7i&#8221; \u00f6z\u00fcnd\u0259n sonra bir s\u0131ra milli m\u0259tbu n\u00fcmun\u0259l\u0259rin n\u0259\u015frin\u0259 c\u0131\u011f\u0131r a\u00e7d\u0131. \u00dcnsizad\u0259 qarda\u015flar\u0131n\u0131n yaratd\u0131qlar\u0131 &#8220;Ziya&#8221; (&#8220;Ziyayi-Qafqaziyy\u0259&#8221;), &#8220;K\u0259\u015fk\u00fcl&#8221; kimi n\u0259\u015frl\u0259r &#8220;\u018fkin\u00e7i&#8221; \u0259n\u0259n\u0259l\u0259rind\u0259n b\u0259hr\u0259l\u0259n\u0259r\u0259k m\u0259tbuat\u0131n inki\u015faf\u0131na t\u0259kan oldu. Sovet d\u00f6vr\u00fcn\u00fcn ara\u015fd\u0131r\u0131c\u0131lar\u0131 ideoloji y\u00f6nd\u0259n bu q\u0259zet v\u0259 d\u0259rgiy\u0259 yana\u015faraq obyektivlikd\u0259n k\u0259nar fikirl\u0259r\u0259 r\u0259vac vermi\u015fl\u0259r. Ancaq \u00dcnsizad\u0259l\u0259rin n\u0259\u015fr etdiyi m\u0259tbu orqanlar islam birliyi ideyas\u0131n\u0131n t\u0259r\u0259fdar\u0131 olmas\u0131 il\u0259 yana\u015f\u0131, xalq\u0131n maarifl\u0259nm\u0259sin\u0259, Avropan\u0131n elmi yenilikl\u0259ri il\u0259 oxucular\u0131n tan\u0131\u015fl\u0131\u011f\u0131na, \u0259d\u0259biyyata yeni bax\u0131\u015f\u0131n formala\u015fmas\u0131na \u0259saslar yaratd\u0131, m\u0259tb\u0259\u0259\u00e7ilik i\u015fi quruldu.<\/p>\n<p>&#8220;\u018fkin\u00e7i&#8221; q\u0259zetinin n\u0259\u015fr\u0259 ba\u015flamas\u0131<\/p>\n<p>Az\u0259rbaycan Tarixi Muzeyind\u0259 &#8220;\u018fkin\u00e7i&#8221; q\u0259zetinin ilk n\u0259\u015fri<br \/>\n\u00c7ar Rusiyas\u0131nda 1865-ci ild\u0259 q\u0259bul olunmu\u015f &#8220;Senzura haqq\u0131nda q\u0259ti qanun&#8221;dan sonra m\u0259tbuatda n\u0259\u015frin qeyd\u0259 al\u0131nmas\u0131 v\u0259 \u00e7ap\u0131 olduqca \u00e7\u0259tin i\u015f idi. H\u0259s\u0259n b\u0259y Z\u0259rdabi q\u0259zet \u00e7\u0131xarmaq fikrin\u0259 1868-ci ild\u0259 d\u00fc\u015fm\u00fc\u015fd\u00fc.
